The amount of main menu categories must mach the number of drop down menus, everything is scaleable so as long as you keep the main categories and the drop downs even there is no limit. The number of hypertext anchors listed in the unordered navigation lists is also scaleable and is only limited by the amount of menu options that will fit on a users computer screen without having to scroll down past the "fold" to try to select a hypertext button on an over extended drop down list.
